There are some conditions for (re)distribution.

Missing DLL? Missing OCX?
If you experience problems using WebScan (missing DLL, missing OCX),
then you need to download and install the Various
Dependencies, 3,240K.
What's new?
- Fixed problem where file times were returned according to the
current system time, which meant files could be affected by
transitions to/from daylight savings time. [oddly this did
not seem to occur in Win98SE but it did with XP!?]
Now all dates read in from the system are corrected to be UTC.
- Added tweak to disable this behaviour if it is undesired.
This is what was new in the previous version (v0.18, 2008/02/29):
- A second 'progress' bar has been added to show the total progress of WebScan, as well as
the progress of each individual stage (as before).
- Help file updated with XP-style pictures.
